NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN by the Board of Trustees of the Plum Grove Woodlands Sanitary District (Owner) of Cook County, Illinois, that sealed bids will be received for the projects known as: THORNTREE LANE SANITARY SEWER PROJECT The project consists of the removal of existing and construction of approximately 373 feet of 12 inch sanitary sewer main and two (2) sanitary sewer manholes within the public right of way known as Thorntree Lane, from approximately 200 feet North of Algonquin Road to a point approximately 600 feet South of Briarwood Lane in Palatine Township, Cook County, Illinois (Sewer Project). Bidders on the Sewer Project shall be required to also submit Bids on the work to abate defects in various manholes and some connecting sewers located in areas near to the Sewer Project (Manhole Project). Owner may accept a Bidder's Sewer Project Bid and reject that Bidder's Manhole Project Bid. Owner will not accept only a Bidder's Manhole Project Bid. TIME AND PLACE OF BID OPENING: Sealed Bids will be received until 2:00 p.m. Local Time on July 27, 2015 at the office of the Johnson Associates (District Engineer), 1515 Windsor Road, Loves Park, Illinois 61111 (815-633-5097). All timely received bids will be opened publicly at a Meeting of the Board of Trustees of the Plum Grove Woodlands Sanitary District scheduled to occur at 5:00pm on July 27, 2015 in Suite 115, 1100 East Woodfield Drive, Schaumburg, IL 60173 (847-240-9330). QUALIFICATION REQUIREMENTS: All Prospective Bidders shall thoroughly review the Qualification Requirements outlined in the Instructions to Bidders. Failure to meet any of the outlined conditions shall be grounds for rejecting a bid. BIDDING DOCUMENTS: Copies of the Bidding documents may be obtained at the offices of the District Engineer during normal business hours. Prospective Bidders may also contact the District's Engineer and request that the documents be sent via U.S. mail. A non-refundable fee of $40.00 is required when picking up copies or before any documents are mailed. The Contractor shall be required to pay any postage costs associated with transmittal of the Bidding Documents. LEGAL PROVISIONS: Contractors shall comply with "the Employment of Illinois Workers on Public Works Act" and "the Public Works Employment Discrimination Act". Contractors shall conform to the Public Works Preference Act 30 ILCS 560, et seq. and the Illinois Human Rights Act (775ILCS 5/2-105). The Contractor shall also certify that he/she is not banned from contracting with the Owner as a result of a violation of any provision of Article 33E of the Illinois Criminal Code. WAGE RATES: Contractors shall be required to pay not less than the prevailing wage rates on the Project as established by the State of Illinois Department of Labor. BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid. CONTRACT SECURITY: The bidder to whom a contract is awarded shall furnish a Performance and Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: The owner reserves the right to reject any and all Bids, waive informalities in bidding or to accept the Bid or Bids, which best serve the interests of the owner. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 90 days after the bid opening date without permission of the Owner. By: RONALD R. NOTICE TO BIDDERS Time and Place of Opening Bids Sealed proposals for the construction of 2015 Water Main Replacement, for the Village of Hanover Park, Cook and DuPage Counties, Illinois, will be received at the Village Clerk's Office, Hanover Park Municipal Building, 2121 Lake Street, Hanover Park, Illinois 60133, until 11:00 a.m., July 23, 2015 and at that time will be publicly opened and read.
